HALBAR, Jhazirah – Proyek pembangunan Rumah Sakit Pratama (RSP) Kabupaten Halmahera Barat yang dibiayai Dana Alokasi Khusus (DAK) APBN 2023 diduga kuat bermasalah. Meski telah menyerap anggaran lebih dari Rp17 miliar, bangunan rumah sakit tersebut hingga kini belum dapat difungsikan dan pekerjaan fisik terhenti.
Total anggaran yang dikucurkan Kementerian Kesehatan RI untuk proyek ini mencapai lebih dari Rp42 miliar. Selain persoalan fisik, dugaan penyimpangan juga mencuat pada anggaran pembebasan lahan.
Berdasarkan temuan Badan Pemeriksa Keuangan (BPK) Perwakilan Maluku Utara, lokasi pembangunan RSP belum sepenuhnya dikuasai Pemerintah Kabupaten Halbar. Padahal, anggaran pembebasan lahan telah dicairkan lebih dari Rp300 juta dari total alokasi sekitar Rp500 juta.
Dalam Laporan Hasil Pemeriksaan (LHP) BPK Nomor 15/A/LHP/XIX.TER/05/2025 tertanggal 26 Mei 2025, disebutkan adanya kesepakatan antara Kepala Dinas Kesehatan Halbar dengan pemilik lahan berinisial TW di Desa Soana Masungi, Kecamatan Ibu. Harga lahan disepakati sebesar Rp250.000 per meter persegi dengan luas 90 x 185 meter.
Namun, dokumen Pelaksanaan Perubahan Anggaran (DPPA) menunjukkan belanja modal tanah sebesar Rp507,5 juta tidak mencantumkan lokasi pembebasan lahan secara jelas. Dalam Laporan Realisasi Anggaran 2024, belanja lahan tercatat telah direalisasikan Rp356 juta, tetapi tidak disertai bukti pembebasan lahan RSP.
BPK juga menemukan bahwa lokasi di Desa Soana Masungi belum memiliki bukti komitmen harga maupun kesepakatan luas tanah. Sebaliknya, lokasi awal pembangunan di Desa Jano, Kecamatan Loloda Tengah, telah memiliki kesepakatan harga yang dituangkan dalam Berita Acara tanggal 2 Mei 2023.
Atas temuan tersebut, BPK merekomendasikan Bupati Halmahera Barat untuk melakukan pengembalian potensi kerugian ke kas daerah.
Ketua DPD Pemuda Solidaritas Merah Putih (PSMP) Maluku Utara, Mudasir, menilai kasus ini tidak boleh berhenti di level daerah. Ia mendesak KPK segera mengambil alih penanganan proyek bermasalah tersebut.
“Penanganan di daerah rawan konflik kepentingan. KPK harus turun tangan agar kasus ini dibuka secara terang dan akuntabel,” ujar Mudasir, Selasa (23/12/2025).
PSMP menegaskan, proyek RSP yang seharusnya menjadi harapan masyarakat Halbar justru berubah menjadi simbol buruknya tata kelola anggaran. Karena itu, penyelidikan menyeluruh dan independen oleh KPK dinilai menjadi langkah paling tepat.
